Decrease maxis manor price and remove the limit of 7 units

the cost of 1000 simcash is quite enough high for maxis manor, 8000 simcash is ridiculously high, people may have to spend 100 dollars for each maxis manor to fill their city. 

There is also that stupid limitation of 7 maxis manor units globally for the capital and the region. Why is there a limitation? There is no reason for that. 

Remove price doubling and the limit of 7 units.
