Disgusting specialization index

The specialization index is really really disgusting! First ,the higher index the building provide, I need higher index to unlock, that actually regulate the sequence I build those buildings. It also means that I need to build some architecture that I don’t want to build before I build my desired building .Second, the index in region and capital isn’t calculated together .Thus I always need to move buildings gathering together once I want to gain a higher score — very time consuming.  

Furthermore , the building acquired from seasonal events blueprints showcase mayor’s pass provides no index. What’s the hell ? I hope you can change the system calculating specialization index, or cancel it at all
