Energy pumps for Monster pls

In COM I had the Monster x5 assignment but no monster for a day+ so I waited and paid some sim cash when it was a tolerable price. All my attacks were 4+ in energy cost. I completed the assignment and it returned after a few assignments. I did it again. After another assignment it returned again. 

Why can't we use Energy Pumps to regain energy? I have nearly 40 Energy Pump 1s. My club doesn't go to war. I earn all these pumps through the Vu Pass.
