Free Train cards after maxing first 6 trains

I have upgraded all one and two star trains to level 10 (max.). However, I still get free daily Quill cards, although it is maxes. At the same time, I never get Magnificent Mayor as daily free card. Very disappointing - please fix this silly bug!
