Halloween war energy regeneration issue.
There is a glitch in the new season upgrade. War energy is reset at zero after upgrade and does not regenerate. Countdown for new energy goes from 2:59 to 2:54 then returns to 2:59. Hope you can fix...

But my game crashes every time I try to visit another city or region. I'll make a new bug report about that.
