Level 18 is needed to join any club.
I see only three possibilities:
- start again and to make a ton of Simoleons concentrate on producing and selling items, instead of building residentials to level up, i.e do not build any residentials untill you have sufficient reserve of Simoleons to buy all services
- buldozing a residential home occasionaly might work too
- use real money to buy Simoleons
