By completing City Achievements. Click on your Mayor's Mansion to see how far you have progressed. If you see a gold medal over it, you've earned some!!!

You can earn the first $100 pretty easily actually.

Cargo required and not available
So I have the required cargo in my depot for transport, however, when I do the challenge to transport the cargo does not appear so I cannot complete the challenge. Has anyone experienced this?
