The reason for this problem is grid overloads from bottlenecking, it’s part of the new update and means that if your capacity is higher than demand, the grid will end at one spot and give more power than needed and the other houses will not have any. It’s difficult to understand, but an example of fixing it is make a 2 by 2 square of road. Make sure to isolate it from the rest of the city. Put a house lacking power in the middle, then put the power plant next to it on the same road square. Now it should be powered. This shows how the grid isn’t overloaded - spreading power stations may fix this but I’m still troubleshooting.

This is an awful update that totally lacks any consideration for those whose cities worked perfectly before it was forced upon players.
Being forced to demolish and redesign city areas, of which some have taken a lot of time patience and money to build, it’s totally unacceptable. I’m at level 99 with the population of over 10 million and I’m about to quit the game, or at least take several months off. - a712tahwzyf817 days agoSeasoned Novice
Sam here I literally still haven’t found a solution but won’t delete my city, the game has no fun anymore. I want to expand, not experiment.

I've seen this comment several times in other threads and tried the same thing three times at different times. Result: it doesn't work.
The game has a bug and it's very frustrating. I've already lost 80% of my population...
