I live in the us and I have the same problem. I only have google button and Facebook button and I've signed into both. Don't see anywhere to add friends

You need to exit out of the game and go to the Game Center directly. Once there, go to "Friends" and click/tap the "+" at the top of the sidebar on the left. It will open up a message panel in which you'll enter a person's Game Center ID, then hit "Send". It sends a request and you wait for them to approve it. Once they do, it takes a little while for them to show up in your friends' list on the game, but they will appear. Sometimes going out of the game and back in will help speed up that process.
