Services upgrade question

If you upgrade the services (power, water, waste, etc), will you need less utilities buildings?

Fewer utilities buildings when at higher levels?

Customer service is terrible
I have a ticket with customer service and got a response that is supposedly a human but this is how well it’s going so far. 🙄. I don’t expect anything to improve

Abandoned Buildings in Need of Renovation
I think that the developers should change the look of buildings in need of renovation to make them look decrepit. I would almost consider paying for that upgrade.
