I think there is a bug because I never had this problem with my other account on my phone but all of a sudden I am not allowed to upgrade or add any houses because it says my zones need to be upgraded first but there is no upgrade needed for any of my zones. How do I fix this problem? My happy gauge is at 100% and everybody is happy with Parks education and everything else. I don’t know why I am not allowed to add any more houses when I have two available to use.
I did that and they said that they can’t find a reason everybody is happy and covered with parks and landscaping I never had a problem with my other account

Nope that didn’t work it still says I can add any until I finish the zone but there is nothing to upgrade for buildings
I had that problem with a third city i just created and got to level 18, I say wait, you should eventually get the option to finish upgrading the townhouses.
It’s been two weeks tho

I did they said to try here and report it as a bug but that source doesn’t exist when I try. And the feedback here isn’t helpful when I’ve done everything and I still can’t add two more houses. I just keep going in circles and they said they couldn’t find anything wrong with my account so I’m not sure what to do. Everyone is happy and covered in what I’m allowed to have since I can’t get past level 16.
