These photos were taken at the same time, but the button for the design challenge is missing. This bugs me because I’ve wanted to do the challenge, but I couldn’t. Also you can see that I’m level 26.
I haven't been able to find it stated anywhere, but your inability to access the Design Challenge may be related to the possibility of the age of a minor being linked to your account.

The cover over your Mayor's Club Island is what leads me to believe your issue is age-input related.
