Mayor’s Contest Task Question

In the Mayor’s Contest, there is a task that reads “Complete rows in Export HQ.”  I have read in other posts that a “new building”, called the Export HQ, is supposed to “appear” next to my Trade Depot.  When does this occur, and what do I need to do to make it appear?  I don’t have it currently, and I can’t take on this task until I do.
