Mayor's Pass Buildings

Hi, I'd like to ask why not make the mayor's pass buildings permanent. Maybe starting with the ones in season 1. That would give me more creative freedom.

Mayors pass buildings are permanent as I have over 600 in my storage

But how is this possible? I've been playing for a while but I don't have any storage.  where am I going wrong?
