The three buildings it refers to are the ones you have already collected. Tier 1, 27 and 38.
If you read the full description it says there are three premium buildings, items, currencies and disaster cards. That is the package that you get with Premium Pass.
None of the additional 10 tiers from Premium+ include any buildings.
