Metropolitan Railway Station passengers bugged ever since introduction

This is not about the total number of passengers, but the how quickly they fill the station, which has a capacity of 1080 as you state correctly. However, unlike any of the  other stations, it cannot gain more than 600 passengers per hour and thus takes almost two hours to fill, no matter how many residents live in the area. Any other station can fill up entirely from zero in 30 minutes.
