my buildings won't recognize water

I can't seem to provide enough water to my city. Why is this? I have 865 capacity and demand is 386. I moved all my water towers and pumping station away from pollution. Still won't work. HELP!! :/ ...

BTW, I do have roads connected, etc. etc. etc.

    I have exactly the same problrm with power. All roads are connected, production level is higher than demand but still few buildings don't get enough power and cannot be upgraded. Happiness level drops.
