Just to be sure, do you receive an error message at all when trying to connect to Facebook or you log in fine but your friends don't show up?
- No error comes up I just assumed it wasn't connecting to facebook since it doesn't show my friends but I'm pretty sure it connects fine just won't show my friends.

Try to unauthorize and re-authorize the game maybe? It could be also that some of your friends have their privacy settings set to not receive notifications and invites from games, but it's unlikely all of them have it turned on.
To unauthorize and reauthorize the game simply go to Facebook > Settings > Apps. Mouse over the SimCity BuildIt icon and click on Remove in the top corner.
The next time you launch the game and connect to Facebook you'll be prompted to authorize the app again. Double-check the settings to make sure you give access to your friendslist etc...
