I'm not sure this will help much, but here is the response I got from Customer Services regarding how to get the new items (nuts & bolts, railway guard's cap, etc.)
'To follow up on your question, let me share that newly added feature is going through beta testing and will soon be fully available to all players in the game.
So, please keep an eye on future updates which will be notified via in-game message.
Till that time I would advise you to refresh the required items to get new items requirement.'

EA has evidently gone completely tone deaf on this topic.

I still cannot understand what the point of the trains are other than another vehicle for EA to influence us to watch ads or spend simcash (or real money). Dispatching trains back and forth does NOTHING to help me build my city. It's just more junk I have to track, another stupid currency.
I really want to hear from the developers and understand what their vision is / was. To me, the trains were an incredible waste of development time.
