Nobody living in Mountain expansions

Question

I have about 200k people living in my city, and I recently opened a few mountain expansions. I've built a few cottages, the Alpine Lift, and the train station, but my mountain population remains zero. Am I forgetting to build a requisite item for people? I can't seem to figure it out.

I think there are&nbsp;no buildings in range.Hold on a cottage and check its range.

The mountain zones don't give new population, they just boost existing population like parks do.

I don't think that's correct. I show 200k in my mountain items and in my parks as well

While specialization may increase population in surrounding areas, it seems they all have individual sim counts and contribute to total sim population
