Tax Exchange is a waist of time!
The tax exchange is a waist of time. We can only convert once a day on the largest exchange, and then maybe a couple more time on the smallest, if you play that long. Bad idea.

Shouldn't be an issue if you've bought season pass and completing the city album for extra bamboo coins. You should just be patient with the exchange, it's annoying when you want something but the season isn't over yet.
I have fully upgraded my Torii Trails Shrine, bought all the buildings on sale in the Kyoto showcase and spent many more bamboo coins on speed-ups, expansion items etc. I'm raking in the seasonal coins from the Kyoto homes I built and once the Season Collection in city album is completed there's over 200k bamboo coins up for grabs, a lot more than I can spend. My only complaint is that there should be either more ways to spend these coins or the seasonal coins should roll over to the next season instead of expiring at the season's end.
