Omega house glitch

I just got at level 30 and then I put my omega house in my city but after that it is not showing any sign for upgrade or neither can I bulldoze it .I have tried various methods for that .this has stopped me from getting other omega building as my first house is not build complete yet.I tried connecting, disconnecting it from road and other services,but it didn't work .I can't even put a controlnet tower in my city as my first omega home is not complete.i just uploaded some new screenshot while connecting that incomplete house to the road.it doesn't work,I tried increasing my population but that didn't works too.also in my house layout menu it shows 3 upgradable homes but only 2 hats are available on screen.i tried bulldozing some low tier homes and upgrading other hats but the hats keep appearing on other homes one after another expect for the omega one.

    Friend it is now connected to a road ,at that moment i was trying to connect and disconnecting it from road and any other services

    Your screenshot showes 2 free buildings for  london town and Paris but zero for Omega. To build omega buildings you need specify omega items which you have in your special o egal storage but I cannot see it on your screenshot. You also need the omega Bank to colkect the neo simeleons. Both you should find in the administration

    Well the first condition to build a image bank and other buildings is to have at least one omega residential building and that's my problem that my first building isn't upgrading from level 0 to 1.

    Ok, than you could try this 5 Steps 

    The 5 Steps to Unlock OMEGA

    Step 1: Place the Buildings for Free

    Action: Go to the OMEGA building menu.  Open the menu and build both the OMEGA Lab and the OMEGA Research Center. The first one of each is completely free ($0$ Neo Simoleons) to place.

    Step 2: Produce an OMEGA Canister  Action: Tap on the OMEGA Lab.  Start the production of an OMEGA Canister. ● Note: This is the only step that costs normal currency. It will cost 7,000 normal Simoleons to start the production.

    Step 3: Research the Canister

    Action: Collect the finished canister from the Lab and drag it into the OMEGA Research  Center. The Research Center will now process the canister. This costs no money, it only takes a bit of time (usually a few hours).

    Step 4: Collect the Special OMEGA Item

    Action: Tap the Research Center once the timer hits zero.  Collect your first OMEGA Item (like a Hoverboard, Robot, or 4D Printer).

    Step 5: Upgrade the House to Level 1

    Action: Go to the OMEGA residential construction site.  Use the newly researched OMEGA item to upgrade the house to Level 1. Why this is important: As soon as Step 5 is completed, the OMEGA tutorial is finished. This will instantly unlock the physical Neo-Bank and the OMEGA Storage in the building menu so they can finally be placed in the city!

    Make sure that your RZ is definitely facing the road - not the rail line. This has happened quite a bit lately. 

    Long press on the RZ then pull it slightly towards the road, to make sure it is connecting to that, and not the rail line.
