Omega in regions- help!

At the bottom of the pop-up in your screenshot it says that drone service is needed in your Capital City in order to make the OMEGA zone available in the Region.

Not certain, but maybe that's the issue.

Yeah, that does sound weird. 

I would contact support in-game if you haven't already.

Settings icon > Help > Contact Us

You may need to scroll down a bit to see "Submit a Request".
