You may want to ask your current club president/chairman to check or change your club's settings temporarily.
When mayors are out of a club (even for one minute) their war arena level will reset to Arena 1.
If your club requires that they play in Arena 5 or 6 they won't be allowed to join or even send a request to join your club.
*Changing this setting will not change the Arena you battle in.
Of course, if your club is currently at war or even in the preparation phase, no one may join until the war is over.
