@xXRobbie98Xx I'd suggest trying the other way to make money: Make stuff in your factories and craft it into items in your stores, and then sell those items in your trade depot. This seems to be one of the best ways of making money while you build up. On other threads, you will find some pretty comprehensive guides to strategy, but the short version is that you want to pause the outward expansion of your city while you stabilize your financial situation. Personally, I built up to a million Simoleons before I continued growing my city, but some would say that was a bit much. Certainly, it wouldn't hurt to build up to the point of having several hundred thousand Simoleons before you continue.
Everything I've said so far assumes that you have reached the point where you can sell items in your Trade Depot. If you or anyone reading this hasn't gotten that far yet, you will want to do the following: First, be sure to optimize placement of fire stations and police stations so that you aren't covering factories or stores -- they don't need the coverage in this SimCity version -- and upgrade your buildings to the max level. The fire and police protection provide the same coverage for a building at the minimal level or fully upgraded or anywhere in between, but the higher population of upgraded buildings will pay more taxes. Please note that upgrading a building takes resources, but does not cost Simoleons -- indeed, it pays you Simoleons -- so in a worst-case scenario, you can bulldoze residential buildings and rebuild them to make more Simoleons.
