Delete the app from your iPhone and reinstall it. Play through the tutorial and log in with Game Center. (I'm assuming you didn't uninstall the app before trying to link the iPad one. ) Your iPad saves data from an app even when you log out. It has to be reinstalled to delete it.

Thank you for replying to my problem. This is what is happening and I want to make sure I do the right thing to get my cities linked.
First, I've been playing on my iPad for awhile now. I am at level 27 and don't want to lose that city. The first time I downloaded the app on my iPhone I didn't look into how to do it. I just thought I'd download it and it would automatically link using my facebook account. So, I went through the entire tutorial and then didn't know what to do so I deleted the app and tried again. After reading answers in the forum, I then went to the settings logged out of facebook and tried to log into Game Center. The only other link it gave me was the first city that I opened in my iPhone which was not the city from my iPad or the second city that I just went through the whole tutorial on my phone. So, both choices were the basic start up games.
When I try to log into the Game Center on my iPad it says that "this city is already linked to another city. We can't log you it." I'm assuming that it is already linked to the city I created on my iPhone that I already deleted the app but the city still exists.
Before I "once again" install the app on my iPhone, I want to make sure I will not be creating a 3rd city linked to my EA account Game Center. Please let me know if this makes sense to you and if I should still reinstall the SimCity Buildit for the 3rd time on my iPhone.
