Do you mean epic buildings?
If so,
-you need to build “department of epic project” at “government” section
-you need to reach at city level 24
-you need fully upgraded residential house (not paris, london, Tokyo or regional houses)
-the fully upgraded house needs to be covered with at least 1 specialization (beach, mountain, gambling, education, transportation, entertainment etc)
This should let you have the golden wing helmet (epic project helmet)

I have all the requirements for the winged helmet to appear. But it hasn’t appeared yet. What should I do?
