Try to unauthorize and re-authorize the game maybe? It could be also that some of your friends have their privacy settings set to not receive notifications and invites from games, but it's unlikely all of them have it turned on. 

To unauthorize and reauthorize the game simply go to Facebook > Settings  > Apps. Mouse over the SimCity BuildIt icon and click on Remove in the top corner. 

The next time you launch the game and connect to Facebook you'll be prompted to authorize the app again. Double-check the settings to make sure you give access to your friendslist etc...

If you passed the tutorial and you do not have the option to log in with Facebook, Google Play or iTunes on Settings is because you are considered a minor in your country and you don’t have permission to do so.

If you have set your age to under the minimum age required to access online services within the game for your country by mistake, don’t worry, we can get this fixed up for you.

As part of the regulations surrounding aging up accounts all you need to do is submit a valid form of ID to prove your age and we can get straight to work on that, now this process can take a few days to complete as the ID will have to be verified.

We do not store this data on our servers anywhere and it will be deleted as soon as it has been verified and the request to age up your account has been submitted to the development team.

You can send your proof of age to the following email address;

dobverification@ea.com

This email must include the following information as well as the visual Proof of Age;

Player ID: (For your current city, you can locate this within the Help section of your settings menu in game)
City Name:
City Level:
Club Name:

Once that's submitted, you need to wait for an email confirming the changes.

So I thought I figured it out and honestly have giving up in the process. But I got pretty far... I officially think it's a malfunction with the app. Not sure if they have a support team that can fix the bug.

These are the steps I took and the FACEBOOK IS LINKED but my friends cities still do not show...

Step 1: Delete the App (i know its scary because you don't want to loose everything you created)

Step 2: Download the App (again)

Step 3: Do the tutorial as if you are starting a brand new city 

Step 4: After the tutorial is over.

Step 5: Hit the friends icon to view Daniels city (again) and you should see the FB icon.

Step 6: Connect to FB and the app will prompt you and recognize you had a city before through FB.

Step 7: Select your old city (BAM)

Now you've got your old city back and your FB is linked again. I could not figure our how to add my friends again if someone can help with that it would be much appreciated.

I wish SimCity would figure out an easier way to do this but at least I got the FB icon to pop up again.

SimCity BuildIt should really have a settings option for this...
