you can upgrade each building 6x. The +1836 is last one for each building.
Enlarge your storage.
Get money from creating and selling things.
More buildings means more money you need for services (and with more levels new ones arrise, with expensive buildings that are required to keep people happy!) And buildings costs more on services then they generate for upgrades so plan wisely. And only level up if you have enough money for services for new buildings.

No. The buildings are level 4. They still have one more upgrade to become skyscrappers.
