Regions and utilities?

Ive been getting mixed answers to my question online so I thought coming on here would probably be the smartest move at this point. I recently unlocked my first region (frosty fjords) and my residential zones weren’t asking for utilities and not changing demand in my capital yet changing demand in my region (but here’s the kicker, my zones weren’t asking for it and I was able to upgrade etc. and happiness was at 100% in my region) which brought me into looking at this originally but now after having the region for a couple of days all of a sudden they’re asking for utilities (more specifically water, but just water not any other utility). So my question is… do all regions and capital city share the same utilities and I just need to increase my water supply in my capital or does each region require its own utility network?

When you unlock a new region, the game gives you a grace period before demanding services. You will have to supply all of the other utilities eventually, along with fire, police, and health. And, as someone else stated, regions don’t share services.
