Residential Zone Totals Aren't Equaling Utility Residential Zone Totals

Hello,

I recently deleted 3 Regular Residential Zones, then replaced them with 3 Parisian Zone's,  Therefore my total residential count should remain the same, which is 53.  When I tap on the House Icon, the game does confirm that I only have 53 zones.  However, all utilities (Power, Water, Sewage, Waste Management) are showing that I have 56 Residential Zones.  So Utilizes are not recognizing when a Residential Zone is deleted.   This is a problem because my Water has only an allowed limit of 55 Zones and Sewage only has an allowed limit of 55 zones.  Therefore they are in the red and negative and causing my Sims to not be 100% happy.  Is there a way to fix this??  Please see attached Photo's.
