Started a new city. I’m level 14. All sim happy 100%. All services required have been met. I have 30 rz. 18 are fully upgraded. 10 are 5/6 upgraded. 2 are 4/6 upgraded. The partially upgraded zones are not prompting me to upgrade. How can I get to lvl 15 if I cannot upgrade zones? I can create 2 more residential zones but I want to upgrade these first. What is wrong?
Sometimes, it helps to move the res zone to another spot on your map. Don't know why this is, but it has worked for me. Worth a try.
If you can create new residences proceed that way. If you are intentionally not proceeding that is the issue. The game is designed this way especially at low levels.
I created new residences. That did not open up the existing residences for upgrade. However when my city upgragraded to lvl 15, those buildings started to let me upgrade them. So, there must be a certain limit per city lvl.
