    It seems, back to your storage return only items that you can store after placing them in your city. Unfortunately,  saltwater treatment plant is not one of those. (I lost one service building the same way.)

This is the reason why i do not use for the design challenge  service objects which can be put back into the storage. .  What will be happened  when i use one of it  and i need to upgrade them with design currency?  would they get back into my store or would they be scrapped?

    Upgradeable service buildings cost regular Simoleons to upgrade in DC, same as in your main city. And they do go back to your storage once you finish the challenge.
