I am having exact same problem.

I was trying to reduce population to see if it can affect cargo shipment fulfill amount, so I disconnect power/sewage/garbage collection from road down to zero. To my surprise, the happiness down to 8%, but population only drop by 1/5. Sims seems don't want to leave a town with no services.

And I didn't find cargo shipment has less requirement amount, then I connected all utilities back to road, but wow, although my power are more than double of required, residential still shows no  power at all, I even tried bulldoze power plants to make it below needed, than build them again, no success. Both residential and utility icon shows warning say that I have no power despite I have 122/49 excessive power. So did sewage and garbage are showing red even they were indeed enough. I have been waiting overnight, still, no helps, abandoned house keep abandoned, happiness never came back, so neither the tax income

If you use an image-hosting site such as Photobucket or Imgur, you should be able to post the web-link of the image in your post. 

Alternatively, depending on your forum privileges, you may be able to see an "Attachments" box at the bottom of the reply window. This will allow you to upload up to 3 images in your reply. Not available to all members since it depends on forum "rank"

Make sure all of your roads are connected to each other.  

If this doesn't work, move the power plants closer to the residential areas.  Once they seem connected, move them away a small amount at a time until you find where they don't register.  Then bulldoze and rebuild that section of road.
