Services upgrade question
If you upgrade the services (power, water, waste, etc), will you need less utilities buildings? Fewer utilities buildings when at higher levels?

In order for my regions to get back to normal it cost me $4 million simoloens and i lost 2 million in population. Most of my regions has little to no space so i had to delete buildings to fit new services
