 You can buy additional OMEGA Labs using NeoSims from the Government buildings list ... second last option.

You need a certain number of omega buildings also to get the second third and fourth. I think it was five for the second lab, 8 for the third and I currently need 16 buildings to get a fourth lab. T he way I see it right now though is the fourth one I really don't need. I have all my slots full with containers and containers waiting to be collected from three labs I have now.
