SimCity build it. Not honoring Waste Management capacity. Closing and restarting app doesn’t fix problem

See attached. It’s not a road issue. I’ve been playing this for years and never had this issue. As you can see, if it was a road connection issue then my other utilities would be impacted too
When you tap on waste management buildings, as if you were going to move them, do they all show that they are flowing?
