When ever I leave the design challenge and reenter the happiness resets to 25% and the lowest population I have managed to get it to 60% but takes ages to go back up.
youre going to need to log on well in advance of submitting if you want to meet the population requirement for all blueprints

Not happening on my Android tablet either. Happiness has no bearing on the design challenge, or so they say.
It could have an effect on judging. I usually vote for higher happiness level. It shows that you are designing properly. You need to have services in the range of your residential buildings. I like to have coverage of all categories- parks, landscaping, education, gambling, and etc.
