Yes. On my iPhone I can when I chose localy.
I think that when I instaled on iPad i registred on facebook and gamecenter. When I go to settings and apps then on simcity I see ID number from when I instaled first time on iPad (even on iPhone's settings), not ID from iPhone game. When I reinstaled game on iPad I get options to play localy with game I reinstaled, and to connect with facebook account (the game I initialy instaled on iPad)

That's good if your city is not overwritten @Krile00007. Now what I would suggest is to create a new Facebook profile and link your locally saved city to that new profile. Because if you log into your current Facebook profile you will only be able to access the new city.
Let us know if it worked. It's possible you'll receive a message that says that another profile is linked to this city though. Let us know either way.
