Simcity buildit services capacity vs demand

Hi I’ve just started a game of simcity buildit on iPhone a few days ago and I believe I’m encountering some kind of bug and not sure how to report it. I’ve also emailed support but no reply and this was the result following help center directions for reporting a bug in game. 

The issue is with the government services, I’m only level 10 and all the services I’ve unlocked so far are showing not enough resources even though capacity is greater than demand. This is specifically with power water and sewage.  I’ve looked it up and found people on Reddit with the same problem with no explanation. Some people say it’s about road layout and blockages but as you can see in my screenshots there are a lot of roads and no blockages, it’s just that it’s registering a lack of resources. I’ve also included screenshots of the city report where you can see there is a surplus of services and they’re green but still overall is red and it says there’s a shortage.

I’ve tried moving things around, replacing lots etc but it doesn’t change. I’ve also continued to upgrade services to see if it changes and it doesn’t, though I’m limited in this as it’s still early game and I don’t have much money.

Whatever it is I hope it’s fixed soon as I was otherwise enjoying the game, but as of right now I can’t really continue. It seems the way you progress is by expanding the city and all residential lot expansions and upgrades are now restricted as it’s registering so many services in the red.
