I'm not sure I understand your question. If you mean luxury skyscrapers, you need to have specializations near your residential zones (like education, transportation, etc.) and then you'll start to see them appear.
I have high school library and stadium in the heart of my city but the buildings around these structures seem to stay in Willig Heights, Sherman Plaza, and Middleton Towers iterations... Meaning they are NOT upgrading to the skyscrapers such as 1% and Onyxlux... I don't know why this is.
