Skip Upgrade Building doesn't works!!!!

It works for me, if you click on it the upgrade moves to a different building in 30 minutes.
I have 200 residential buildings almost all high scrapers. I have three new buildings I have started to test this but they all have upgrade since they are new also pressing the yellow hat I get two choices either revise or stop(skip). When I press the stop I got presented with the same dialog. Should I have to restrict resources or something like? I also have three others play in our house they all have same issues. We are on latest versions.

- There has to be a building that is not fully upgraded that it can skip to. If all of the rest of your buildings are fully upgraded then it can't skip.
