It is winter in the northern hemisphere and higher elevations may get snowfall.
As for the game, you need to obtain the Legendary Christmas Tree, which will cost you simcash or money whenver it's actually put up for sale this year.

Where did you find it?

I don't think I've ever seen the legendary Christmas tree. Or maybe I did, but the price was outrageous. So, this tree will cause snow to fall, even in a region like Cactus Canyon?

The Legendary Tree was available yesterday as a pop up sale special with land expansion items. Of course this means it wasn't cheap. I suspect it may return again in the upcoming "holiday collections" which means more overpriced junk.

I have one, had it quite a while. To be honest it's a bit like most things "Legendary" I don't like it and junk as someone mentioned is probably the best description 😂

It was an event track prize last year or maybe a design city prize

It was a SimCash and / or real cash purchase last year. Not a prize.

Everything turns white wherever you put it, cactus canyon including green valley and limestone cliffs
