I'm not sure why you wouldn't get the Quests. They come up when they come up or maybe there's something you need to accomplish first and haven't accomplished it yet and it not actually be tied to a level and population. It would be a matter of figuring out what you need to do.
I'm confused by the question and terminology being used. You say you can upgrade to Epic Towers so you are getting the Mercury's Helmet Bubble correct?
What you are looking for is a Quest Sheet for Epic Buildings, the paper like Bubble right? Its been awhile since my first Epic Upgrade but I don't remember if I even had one. Those Bubbles do have a NO THANKS button that if you inadvertently clicked my have permanently deleted this task, this is speculation I have never clicked that button so I don't know for sure what would happen if you did thinking you were just closing the window.
One of the weak points of games like this is so much is poorly documented and we learn things the hard way as the results of clicking or selecting certain things.
