TRAINS' PASSENGER COUNT BUG

Yes, my trains do the same.

The picture below shows the dicrepancy - LM Grade 23 is loaded 176/176 instead of 177/177.

Omg fix the bug- my city is ruined
Please fix the bug and give simoleons dependent on city level to fix the disaster that is occurring in our cities. So so so frustrating! Waste of time and resources.
