Unable to collect speed up token parts

I have about ten silver speed up token parts waiting for pick up. If I click on one of them, the game says ”You can use speed up tokens is commercial buildings” and doesn’t give me the token part, I can collect gold and bronze token parts just fine, but not the silver ones. I have 37 silver tokens, so I shouldn’t be ”full”, don’t know if there’s a limit to how many speed up tokens I can store?
