Upgrade 3 tokyo town zones assignment didn't count my upgrades

I had the same one and I'm pretty sure you have to FULLY upgrade them meaning multiple upgrades per site. Once I realized I had no wear near the amount of TT figures I ended it and moved on. The description needs to read "Fully upgrade" on that assignment.

I had a similar one last time. It very well may be that it needs to be fully upgraded. Although you can prepare for any asking for that before the next one starts by having them one level before max. That's how I did mine last week. Not intentionally, but I already had a TT one level before max when I started it, upgrade it to max, which was only 1 upgrade, and it counted.

  OK then... Follow-up question... How can I identify Tokyo town zones after they have been upgraded once? After one upgrade, they no longer have that label. Am I expected to keep external notes on where I built them? Or make a guess based on the ethnicity of the estate name?

    You probably didn't upgrade them properly.
    Building a Tokyo town home is the first step, then you upgrade it to satisfy a ONE BUILDING UPGRADE.
    Now, if the requirement tells you to do two upgrades then you must build TWO TOKYO TOWN HOMES and upgrade them both. You cannot do multiple upgrades of the same building to satisfy the requirement.
    Since you were required to do three then you must build THREE TOKYO TOWN HOMES, then upgrade each one.

  That seems a bit extreme to have to upgrade it fully multiple times for it to work! 😩
