In the contest of mayors I started the assignment named "upgrade 3 Tokyo town zones" and then upgraded 2 Tokyo town zones in my city before I noticed that the assignment was not counting them, showing (0/3).
Yes it is really annoying, particularly as those assignments attract the most points. I don't want to accept any now until I know for sure they work 😢
It is not that complicated. I had a similar problem with residential upgrade, upgraded checked did not count. Upgraded two more times both were counted, collected cash. Later in the day took on another two building upgrade, did the one upgrade and checked to see if it had been counted. Would you believe it had two buildings registered and cash was ready for collection. So I think it was a case of the database not updating quickly enough.

If you put up a new building the first basement or foundation construction is not counted. Only from the second construction up it is counted as an upgrade. Once you hit upgrade you have to patiently wait until the construction is completed and you get your points then you will have received your upgrade points in the league. If you hit upgrade and run to look if you got a point that is too fast. Wait and then check. The system works perfectly.
In doing an upgrade.
1. Place a foundation - completely requiremens (NOT counted as an upgrade)
2. Upgrade (counted as an upgrade 1)
3. Upgrade again (counted as an upgrade 2)
4. Every upgrade is counted except the foundation.
