Upgraded sevices no result...

Upgraded sevices like waste etc but still home shows service not enough. But demand is very less compared to what I have. And also for water service only three type of buildings available. 2 or 3 are missing.

Bug with power water and sewage after update
I too have the same issue I am reading left and right. Capacity is over the demand and I am still getting errors about power water etc. Roads are fine, nothing is broken. Any ideas?
