That is a lot of water demand for only ~11,000 population. My population is 1.7 million and I have a 400 water demand. Has it always been so high? What kind of residential buildings do you have the most of?
also, as a suggestion, maybe you want to sell your water towers and buy a pumping station.
My buildings are a mix. But regardless of the building type, the connectivity is the main issue. I rotate building of any type and try to place then where connectivity is a dotted line - it stays a dotted line regardless of the building. And I have roads.
Also, some utilities require higher population which I am unable to reach cuz precisely these issues. For example the oil power station wants 10k which I barely managed to reach cuz my population doesn't get enough energy all the time.
So my main problem is trying to fix the connectivity issue.
